20:1 Յաղագս սրբոյն Ներսիսի եւ բարեկարգութեանն որ ի նմանէ:
| 20:1 Concerning Saint Nersēs and the good order established by him:

20:2 Յերրորդ ամի թագաւորութեանն Արշակայ եկաց եպիսկոպոսապետ Հայոց մեծն Ներսեհ, որդի Աթանագինեայ, որդւոյ Յուսկան, որդւոյ Վրթանայ, որդւոյ սրբոյն Գրիգորի:
| 20:2 In the third year of the reign of Arshak, Nersēs the Great, son of At’anaginēs, son of Yusik, son of Vrt’anēs, son of Saint Gregory, became archbishop of Armenia:

20:3 Եւ ի Բիւզանդիոյ դարձեալ ի Կեսարիայ, եւ եկեալ ի Հայս` զամենայն կարգս ուղղութեան հարցն իւրոց նորոգեաց, այլ եւ առաւել եւս. քանզի զբարեկարգութիւնն զոր ետես ի Յունաց աշխարհին, մանաւանդ ի թագաւորեալ քաղաքին, ի սմա նկարագրէ:
| 20:3 Having returned from Byzantium to Caesarea, he came to Armenia and restored all the just administration of his fathers, and he went even further. For the good order that he had seen in the land of the Greeks, especially in the royal city, he imitated here:

20:4 Ժողով արարեալ եպիսկոպոսաց եւ համաւրէն աշխարհականաւք, կանոնական սահմանադրութեամբ հաստատեաց զողորմածութիւն, խլելով եւ զանգթութեանն արմատ, որ բնաբար սովորութեամբ էր յերկրիս մերում:
| 20:4 Summoning a council of bishops in concert with the laity, by canonical regulation he established mercy, extirpating the root of inhumanity, which was the natural custom in our land. For lepers were persecuted, being considered impure by the law:

20:5 Քանզի բորոտք հալածեալ լինէին, իբր պիղծ համարեալ յաւրինաց. եւ զուրուկս փախստեայս առնէին, զի մի՛ ի նոցանէ յայլս փոխեսցի ախտն. որոց դադարք` անապատք եւ ամայիք, եւ ծածկոյթ` վէմք եւ մացառք, ոչ յումեքէ գտանելով մխիթարութիւն թշուառութեանցն:
| 20:5 and those suffering from elephantiasis had to flee lest the disease spread from them to others. Their retreats were deserts and remote places, their hiding places were rocks and forests, and they found no consolation for their misery from anyone:

20:6 Առ այսոքիւք եւ հաշմք անդամովք ոչ խնամեալ լինէին, եւ հիւրք անծանաւթք ոչ ընդունէին, եւ աւտարք ոչ ժողովէին:
| 20:6 Furthermore, the paralytics were neglected, unknown travelers were not received, and strangers were not lodged:

20:7 Իսկ նորա հրամայեալ` ըստ գաւառաց գաւառաց շինել աղքատանոցս ի խորշս եւ ի զերծ տեղիս. զի փոխանակ հիւանդանոցացն Յունաց լինիցին ի մխիթարութիւն մարմնոց վշտացելոց:
| 20:7 So he ordered in every province poorhouses to be built in remote and uninhabited places to offer relief to the suffering on the model of the Greek hospitals:

20:8 Եւ բաժանեաց ի նոսա զաւանս եւ զագարակս, պտղաբերել յարդեանց անդաստանաց եւ ի կթից արաւտականաց եւ ի գեղմանց. զի պաշտեսցեն զնոսա հարկաւ, բացէ ի բաց, եւ նոքա մի՛ ելցեն ըստ բնակութիւնս իւրեանց:
| 20:8 And he set aside for them towns and fields, fertile in fruits of the land, in milk from herds, and wool, that these through their taxes might cater for their needs from a distance and the inmates would not leave their dwelling:

20:9 Եւ յանձն արար Խադայ ումեմն, որ էր ի Մարգաց Կարնոյ սարկաւագ իւր:
| 20:9 This he entrusted to a certain Khad, who was his deacon from the meadows of Karin:

20:10 Սահմանէ եւ յամենայն գիւղս վանս շինել, զի լինիցին աւտարանոցք, եւ տեղի սննդեան որբոց եւ ծերոց, եւ անունողաց տածումն:
| 20:10 He also prescribed that lodgings be built in every village to serve as inns for strangers, and hospices for orphans and the aged and for the care of the poor:

20:11 Շինէ եւ յանապատ եւ յանմարդ տեղիս եղբայրանոցս եւ մենաստանս եւ յատկանձնակաց խրճիթս. եւ հայր եւ տեսուչ նոցա կարգէ զՇաղիտայ եւ զԵպիփան եւ զԵփրեմ, եւ զԳինդ որ յազգէն Սլկունեաց, եւ զայլս ոմանս:
| 20:11 He also built in the desert and uninhabited regions monasteries and hermitages and huts for solitaries. And as their fathers and overseers he appointed Shalita and Epiphanius, and Ephrem and Gind of the Slkuni family, and various others:

20:12 Եւ զերկուսս զայսոսիկ յազգաց նախարարացն բառնայ. մի` զմերձաւորաց խնամութիւն, զոր վասն ագահելոյ սեպհական ազատութեանն առնէին. եւ միւս` որ ի վերայ մեռելոց գործէին ոճիրս ըստ հեթանոսական սովորութեանն:
| 20:12 These two things he abolished from the princely families: first, the marriage of close relatives, which they practiced to restrict the noble class: and second, the crimes they committed over the dead according to the heathen custom:

20:13 Եւ էր այնուհետեւ տեսանել զաշխարհս մեր ոչ որպէս զբարբարոսս այլանդակեալս, այլ իբրեւ զքաղաքացիս համեստացեալս:
| 20:13 Thenceforth one could see that our country was not like uncivilized barbarians but like a well- mannered civilized nation:
